For foreign fans arriving in Belarus from June 10 to July 10, 2019, it is necessary to have a hard or digital copy of a ticket for a sports event. The ticket gives the right to visa-free entry and temporarily stay in the Republic of Belarus.
Nevertheless, foreign citizens temporarily staying in the Republic of Belarus (except for the citizens of Russia, Ukraine, Lithuania, Latvia, Estonia, and Kazakhstan) for more than 5 days are to register in Migration Department Offices.
Foreign citizens entering Belarus as 2019 European Games fans and accommodating themselves at a rented flat are to register in a 5-day term, except Sundays and bank holidays, in Citizenship and Migration Department Office of the district where a flat or a detached house is situated.
Online registration of foreigners
Online registration of foreign citizens temporarily staying in the Republic of Belarus is performed on the United Portal of E-services (portal.gov.by) website.
Online registration is free of charge.
Online registration is available for the foreigners entering Belarus through the customs at the frontier of the Republic of Belarus. Foreigners coming to Belarus from Russia are to go through the registration process at a Migration Department Office personally according to the place of their residence.

To register, you are to have:
a written application;
a document to leave the country;
proof of payment;
an insurance policy.
Foreigners accommodating themselves in hotels and hostels don’t need to go through the registration process as it will be done upon checking in.
In the case of passport loss, it’s necessary to claim the loss to the police and then to the Embassy of citizenship.
In the case of passport theft or law violation, it is necessary to report about the case to the police station (police officer) in person or by a phone call 102.
