Bill on banning some citizens from leaving Belarus was introduced

On June 23, the Government of Belarus submitted to Parliament a bill banning certain categories of citizens from leaving the country. The Parliament will consider the bill in September. The head of the Department of Citizenship and Migration of the Ministry of Internal Affairs commented on the bill on television, devby.io writes.

In the interests of national security, additional grounds and restrictions are being introduced on the right of a Belarusian citizen to travel abroad. But these are temporary restrictions, they will be in effect for 6 months. The rights of a citizen may be restricted when they are involved for administrative offenses in the field of administrative procedure. The travel ban will also help ensure that a fine is paid.

The main innovations in the bill:

  • A biometric passport will be added to the list of documents based on which exit or entry to Belarus is allowed.
  • The KGB will be able to restrict the departure of those whose "departure contradicts the interests of the national security of the Republic of Belarus." It can be administered for up to six months. It is not reported which citizens and on what grounds will fall into this category.
  • Departure will also be prohibited to those persons "against whom administrative proceedings are being conducted for committing administrative offenses against the management order, in order to ensure the execution of the judge's decision to impose an administrative penalty in the form of a fine". That is, departure may be prohibited for those in respect of whom an administrative process is being conducted, and the court has not yet made a decision.
  • Employees of law enforcement agencies (as well as military personnel and civilian personnel of military formations and paramilitary organizations of Belarus) will be allowed to leave Belarus only in agreement with superior. This applies to employees of the State Control Committee and the Operational and Analytical Center.
  • Superior of such organizations has the right to refuse employees to leave the country "in order to ensure the interests of national security until the circumstances preventing their departure cease". Employees during the service will have to transfer their biometric passports to the personnel service of their organization.
