Sick leave in Belarus

We all work or study, or both. Sometimes we want to be in time, always in shape, but, unfortunately, we are not robots and our body can sometimes fail, and we become ill. Someone often, someone once in a lifetime. In order to formalize our state of temporary disability, the state introduced a special procedure - registration of sick leave. So at work and at school you will be able to confirm that your state of health in a certain period did not allow you to fulfill your duties. In our country, all the intricacies of this procedure are regulated by the Regulation on the procedure for providing benefits for temporary disability and maternity, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated June 28, 2013 No. 569.

Who is issued sick leave?

It is worth noting that you can issue a sick leave certificate or a certificate of disability. Legally, the difference between these documents is that when you apply for a certificate you do not receive any social benefits, it only confirms the fact of your absence from your workplace or study; and in the presence of a leaf of invalidity (in a simple hospital) - state through the Social Protection Fund will pay you an allowance for temporary disability. Therefore, it is very important to have a completely “white” salary and be officially employed.

The following categories of citizens can count on a sick leave:

1. If you work or carry out such type of activity, which is covered by state social insurance.

2. Pregnant women on maternity leave, receiving full-time education, undergoing full-time clinical residency training, registered as unemployed, military personnel.

3. If you have a sick child under the age of 14 (disabled child under 18).

4. If you have been sick for more than 30 calendar days or the right to maternity benefits has occurred within 30 calendar days after your dismissal, then, as an exception, the commission for the assignment of benefits to the Social Security Fund of the Ministry of Labor and Social Protection may consider issuing benefits to you temporary disability.

How to get sick leave?

Disability certificates are issued and issued by the state healthcare organization at the place of residence, work or study of a temporarily disabled person. If a patient applies for medical assistance to a healthcare organization outside the place of residence, a certificate of incapacity for work (certificate) is issued with the permission of the head of the healthcare organization, the chairman of the medical advisory commission. Hospitals are issued on a special form signed by your attending physician and the head of the department with the obligatory affixing of the doctor’s seals and the stamp of the healthcare organization. The sick-list has its own number and its issuance is recorded in a special journal.

Extension of sick leave. The maximum term of the sick leave.

The extension of the hospital up to 120 calendar days allowed by a decision of your doctor in case of illness of tuberculosis - is so life is increased up to 180 calendar days. For a longer period, registration of the sick leave is possible, if a decision is made by the medical rehabilitation expert commission (MREC) to extend the treatment of the patient for one or different diseases. If the patient is recognized by the commission as able-bodied or disabled with the adoption of labor recommendations, the disability certificate (certificate) is extended for the entire period of the medical and social examination and is closed.

If you perform prosthetics in a hospital, the sick leave is assigned for the entire period of your stay in the hospital, as well as if you were suspended from work due to quarantine.

Closing sick leave.

During inpatient treatment, a disability certificate (certificate) is issued on the day the patient is discharged from the hospital. Closing the sick leave is upon presentation of an identity document.

When do I need to bring a sick leave to work?

A sick leave is provided on the first day of going to work (study). E If this day is a weekend - do not worry, because the term of payment of the hospital 10 days after submission of the accounting department. But here, of course, you yourself are interested in the speedy processing of benefits, remember the main thing - a sick leave is provided no later than 6 months from the day it is closed.

Sick leave payment.

How is sick leave calculated?

The basic rule is that sick leave is assigned in the amount of 80 percent of the average daily earnings for the first 12 calendar days of disability and in the amount of 100 percent of the average daily earnings for the next calendar days of continuous temporary disability. Maternity allowance is assigned at a rate of 100 percent of the average daily earnings for calendar days, certified by a certificate of incapacity for work. If your sick leave lasts more than 30 calendar days, then it is calculated in the amount of 70 percent of the average daily earnings. The average daily earnings for calculating employee benefits is determined for the 6 calendar months preceding the month in which the right to the benefit arose. The calendar days of the calculation period, into which earnings are divided, do not include the periods: labor and social leave; temporary disability; downtime is not the fault of the worker; exemption from work.

Special conditions for the payment of sick leave are for persons affected by the explosion at the Chernobyl nuclear power plant, as well as people with AIDS, veterans of the Great Patriotic War. They, as a rule, are paid a benefit of 100 percent. If you get sick while you are on a vacation, you will be extended the vacation for the number of days that you fell ill.

Payment if the employee has worked for less than 6 months.

If you have worked for less than 6 months, then your hospital is set at 50 percent of the largest budget for the cost of living for the last two quarters relative to each month in which temporary disability occurred

Payment of sick leave if the employee works under a work agreement.

If you work under a work agreement, then the sick leave is calculated from the average daily earnings from the period during which you performed work under the contract. The size of the average daily remuneration is determined by dividing the amount of remuneration by the number of calendar days of the period of work under the contract.

Payment of sick leave if the employee works in 2 places

In the case of part-time work, sick leave is paid by the employer, where the earnings are higher.

Payment of sick leave to care for a sick child.

It is paid in the amount of 100 percent of the average daily earnings for calendar days, certified by a certificate of incapacity for work: to a person who cares for a sick child under the age of 14 years when providing medical care in outpatient and inpatient settings. The same rule applies when caring for a sick disabled child under the age of 18 years.

Terms of payment of sick leave.

The sick leave is paid within 10 days from the date of submission, and in the case of a request or presentation of information from other organizations - within 1 month. If the sick leave lasted more than 30 calendar days, then it can be partially paid until it is closed. Payment of benefits is carried out on the days established for the payment of wages. If your organization has established advance payments and salaries, the employer at his own discretion can (but is not required to) transfer the amount due to you on the date of payment of the advance.
